Woe is Frames

I've been doing web programming a long time. For my whole life in web development I've embraced the notion that Frames are bad. I have a specialized need now that I think frames will serve well. However, never having used Frames on a web page before... I'm not as skilled at it as I am creating PHP templates. So I'm trying to google for an answer on how to set a page size limit on a framed page. If doing it via PHP I'd just use a table with a fixed width.

Anyway the frustration is that EVERY question to "How do I set page width using frames" is answered by some holier than thou idiot with a smart quip about WHY NOT to use Frames. If people ask for help, give them some helpful information ALONG with the soapbox speech, eh? That strokes yer ego like you need it and also helps them make an informed decision. And if the end result is that they really do know what the hell they're talking about - you will have saved them a lot of frustration.
